约瑟•黎萨博士公园盘踞在西雅图灯塔山西北方向的最高峰上。从这里眺望，西雅图市区、普吉特海湾 (Puget Sound)、奥林匹克公园及喀斯喀特 (Cascades) 的美景一览无余。黎萨公园所在的灯塔山北坡地带为西雅图市于 1917 年购得，但由于 Dearborn 和 Jackson 大街的重整坡度而导致山坡不稳，所以修建了挡土墙、梯田以及排水渠。1971 年之前，公园局并未对公园所在地区进行任何开发，而是计划沿着 12th Avenue S 修建停车场和观景点。应菲律宾校友会 (Filipino Alumni Association) 的请求，公园于 1974 年以 Rizal 博士的名字命名，并于 1979 年正式投入使用。以 Rizal 的名字命名是为了纪念这位菲律宾的民族主义志士，他因主张推翻西班牙的殖民统治和争取菲律宾的民族独立而于 1896 年被西班牙当局处死。另外，以他的名字命名也是为了承认 1900 年前后（即美国占领菲律宾之后）移民到西雅图的菲律宾人的权益。
