On January 27, 1941, the city council appoints John E. Carroll as mayor of the City of Seattle to succeed Arthur B. Langlie (1900-1966), who had resigned to become Governor of Washington.

Pursuant to the Freeholders' Charter of 1890, the mayor's term of office was two years. Elections were held on the Tuesday following the first Monday in March.
